Former President of Hong Kong Securities and Future Commission (SFC) Appointed Adjunct Professor of Tsinghua SEM

On June 2, 2006, the appointing ceremony of Professor Shen Liantao was held in Tsinghua SEM international auditorium. Professor Qian Yingyi, First Associate Dean of SEM commented after introducing Professor Shen’s experience, "Tsinghua SEM highly welcomes a scholar like Professor Shen who possesses a unique combination of academic depth and professional know-how." Professor Chen Zhangwu, Associate Dean of SEM hosted the ceremony.

After a brief ceremony, Professor Shen began his lecture series named "Regulation of Financial Market". The series covers topics ranging from regulation of the banking industry, regulation of the securities industry as well as self-governance of regulators. More than 100 students and faculty attended the first lecture.

Moreover, in this lecture series consisting of four lectures, Professor Shen will introduce the concept of financial market, its behavior and necessity for regulation, with reference to his own industry experiences. He will also analyze principles and process, cost and benefit of regulation in detail. All the analysis in the lecture will be based on articles of Basle Accord and IOSCO principles. Apart from basic concepts in corporate finance and regulation, corporate failure and crisis management cases will be also covered in the series.

This lecture series is launched primarily for undergraduates and graduate students who are eager to understand the basic functioning of financial market or for those who would like to take a career in the financial market (both those who will become regulators and those who will be regulated).

Mr. Shen is current appointed as the First Advisor of China Banking Regulatory Commission, Committee Head and Member of its international advisory board. As the president with longest terms in Hong Kong SFC’s history, Mr. Shen completed two strategic market reforms during his terms: Firstly, he designed and executed “Securities and Future Ordinance”, which is considered the most comprehensive reform about securities laws in the past decade. Secondly, he finished the securitization of Hong Kong Stock Exchange. Mr. Wei, the newly appointed president of Hong Kong SFC commented on Mr. Shen’s achievements, "Mr. Shen made great contribution to the international image of Hong Kong and its regulatory bodies. He established a highly professional team within the commission and improved the overall transparency and accountability of the whole institution."
